Your help is needed to pass humane legislation, Connecticut activists. H. 5606 would make anyone who intentionally injures or kills a companion animal, other than in self-defense, liable to the animal's owner for economic damages, including veterinary costs, burial expenses, punitive damages and attorney's fee. H. 5606 would also increase current penalties for stealing, confining or killing a dog. "The law has increasingly recognized that companion animals are not simply property, but rather living creatures with great significance to their caretakers," says the ASPCA's Debora M. Bresch, Esq., Legislative Liaison, Eastern Region. "Consistent with this, legislation and laws awarding noneconomic damages for injuries to companion animals are becoming more commonplace."
